Who's to blame for corn subsidies?

So many people to blame. As Cato (at least, I think it was Cato) said, "Cui bono?" See who benefits. The maize farmers in the Midwest are about the only ones. Their lobbies pressure Washington and Congress, afraid of losing votes, pushes for the use or ethanol, even though it takes more energy to produce than it saves. I understand why farmers would want the largest market possible for their crops but the rest of us should have stood up to them.
